"Water pashmina" describes the hand of the cloth rather than any wet process — an extremely fine, loosely set weave that moves like liquid and packs down to nothing.
The ombré is done by dipping, which means the gradient depends on how long each section sits in the bath and how the dye climbs. Two scarves from the same batch will not match, and the variation is the reason to buy one.
Lightweight enough to be a summer scarf, which is not something most pashmina can claim.
